Odisha approves a budget of $122 million for expanding Comprehensive Cancer Services across the state with an objective to make cancer care more accessible for the residents. Under the plan, the state plans to set up 11 comprehensive cancer care units within 2 years.

Uttar Pradesh launches a subsidy portal, allowing e-vehicle buyers who purchased vehicles after October 14, 2022, to claim financial assistance. The move is part of the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy, 2022, which contains a purchase subsidy incentive scheme.

Andhra Pradesh Electricity Regulatory Commission (APERC) introduces amendments to the Renewable Power Purchase Obligation (RPO) Compliance by Purchase of Renewable Energy/Renewable Energy Certificates Regulations, 2022, aiming to promote the use of open access electricity. As per the amendment, captive open access consumers can now count their purchases of renewable energy towards meeting their RPO.

Karnataka announces that the beneficiaries of the Kuteera Jyothi, Bhagya Jyothi, and Amrutha Jyothi schemes will also be eligible to avail the benefits of the Gruha Jyothi scheme. Aas per thre announcement, the beneficiaries who were eligible to avail 40 units of free electricity, will now be eligible to avail 53 units of free electricity, along with another 10% of the units under the Gruha Jyothi scheme.

Karnataka launches the registration for the Gruha Lakshmi Scheme, which provides $24.4 monthly assistance to the women head of every family in the state. The scheme was a part of the five main poll guarantees of the Congress party, made before the assembly elections.

Rajasthan passes the Rajasthan Minimum Guaranteed Income Bill, which guarantees 125 days of work a year for all families in the state. The bill also guarantees a minimum pension of $12.2 per month for the elderly, the specially abled, widows and single women.

Rajasthan tables the Rajasthan Platform Based GIG Workers (registration and welfare) Bill, 2023, aimed at providing a social security cover to gig workers in the state. The bill makes it mandatory for the aggregators to contribute to a welfare fee for gig workers and prescribes heavy monetary penalties if they fail to comply.

NITI Aayog releases the National Multidimensional Poverty Index: A Progress of Review 2023, which is a composite measure of multidimensional poverty that counts factors beyond money, including education, health, and living standards. The index estimates that 135 million Indians exited multidimensional poverty between 2015 and 2021, with Bihar and Uttar Pradesh (UP) together accounting for 56.8 million.
