Rajasthan approves the Rajasthan Micro, Small, and Medium Enterprises (Facilitation of Establishment and Operations) (Amendment) Bill, 2023. The amendment is aimed at increasing the period of exemption for government inspection from the current period of 3 years to 5 years.
Tamil Nadu releases the Tamil Nadu Logistics Policy 2023 to improve the logistics infrastructure in the state. The policy is aimed at reducing the cost of logistics and promoting private participation.

Land Acquisition & Labor Regulations
Maharashtra gives assent to the rules formed under the Industrial Relations Code 2020, passed by the central government in 2020. Provisions mandate workers to give two months’ notice for a strike instead of the current 14 days and allows industries with less than 300 workers to lay off employees without government approval, among others.

Tamil Nadu announces the Budget 2023-24, with an outlay of ~$37.4 billion. The budget is aimed at strengthening financial assistance schemes and building mega power projects.
Delhi presents the annual Budget 2023-24, with an outlay of $9.56 billion. The budget is focused on infrastructure, health, and energy sectors.
Meghalaya presents the Budget 2023-24 with an outlay of ~$2.7 billion. The budget is focused on addressing climate change and has allocated $414 million (~15%) to climate action.
Assam receives a loan worth $108 million from the World Bank for improving disaster preparedness and enhance flood forecasting. The project will benefit ~6 million people and is part of a larger $500 million investment program for Assam.

Tamil Nadu releases the Tamil Nadu City Gas Distribution Policy 2023 with the aim to speed up the supply of piped natural gas to homes. Under the policy, the government aims to establish 228,000 domestic connections and 2,785 compressed natural gas (CNG) stations within eight years.

Power & Renewable Energy
Bihar Electricity Regulatory Commission announces a 24.1% hike in the electricity rates by in the state. The decision comes after the electricity companies had proposed to increase the rates by 40% in the light of increasing power supply costs.
Madhya Pradesh launches the Boat Ambulance initiative in the districts of Dhar, Alirajpur and Barwani with the aim to provide better health services to the tribal population living on the banks of the Narmada River in Madhya Pradesh.

Madhya Pradesh approves the establishment and upgradation of 184 health institutions with an aim to improve the health facilities in the state. The health institutions include 10 civil hospitals, 6 community health centers, 11 primary health centers, and 157 sub health centers.
Rajasthan passes the Rajasthan Right to Health (RTH) Bill 2022, aimed at ensuring access to quality health care in the state. Under the bill, the residents will be entitled to receive emergency care in hospitals without pre-payment. The state government will compensate the hospitals if patients are unable to pay.
Chhattisgarh announces free tests, treatment, and medicines at government-run health facilities in Chhattisgarh beginning June 1, 2023.

Ministry of Electronics & IT sanctions the creation of a new greenfield electronics hub in Dhanwad, Karnataka. The project worth $21.8 million is expected to create over 18,000 jobs.
Madhya Pradesh launches the Madhya Pradesh Youth Policy. The policy is aimed at improving education and skill development for the youth and promoting employment and entrepreneurship opportunities.
Tamil Nadu releases the Tamil Nadu State Disaster Management Policy 2023, and the Tamil Nadu State Disaster Management Plan 2023. The policy and the plan are aimed at improving the state’s disaster resilience, and ensuring safeguards for critical infrastructure such as electricity, and health in the state.
