West Bengal creates a Centre for Fiscal Policy and Public Finance (CFPPF-WB) to train state and government-linked officers in various aspects of Public Financial Management (PFM).This will also provide extensive research in many areas, such as public finance and the social sector, to promote the state’s capacity building.

Land Acquisition & Labor Regulations
Delhi approves the draft Delhi Occupational Safety, Health, and Working Conditions Rules, 2023. The draft policy will allow women to work from 7 PM to 6 AM with proper arrangements including transportation, toilets, and drinking water. It also addresses overtime work reimbursements and mandatory holidays.

Gujarat cabinet approves the draft land allocation policy for green hydrogen projects. Land parcels of 199,000 hectare have been designated to five private-sector (Reliance New Energy Ltd., Adani New Industries Ltd., Torrent Ltd., ArcelorMittal Nippon Steel India Ltd., and the Welspun Group) entities to advance green hydrogen manufacturing.

Haryana Electricity Regulatory Commission (HERC) approves the state’s Green Energy Open Access Regulations, 2023. Consumers with a contracted demand or sanctioned load of at least 100 kW will be eligible for Green Energy Open Access, with no limit on the power supply for captive consumers. HERC issued the regulations in line with the Union government’s green energy open access rules introduced last year.

Climate Change
Odisha amends the Odisha Electric Vehicle Policy, 2021. Through this amendment, the government increases subsidies on the purchase of two-wheeler, three-wheeler, and four-wheeler electric vehicles. The state previously framed the EV policy in 2021 with an aim for adoption of 20 per cent electric vehicles by the end of 2025.
