Jammu and Kashmir approves Key Policies. The Jammu and Kashmir Tenancy Bill, 2025 establishes a “Rent Authority” to regulate the renting of premises and ensure speedy adjudication of tenancy-related disputes. The Jammu and Kashmir Panchayati Raj (Amendment) Bill, 2025 increases the upper age limit of the State Election Commissioner from 65 to 70 years. The Jammu and Kashmir Shops and Establishments (Licensing, Regulation of Employment and Conditions of Service) Bill, 2025 lifts restrictions on women working during night hours and introduces several welfare measures for workers in commercial establishments. Lastly, the Jammu and Kashmir Cooperative Societies (Amendment) Bill, 2025 requires the Special Tribunal constituted under the Jammu and Kashmir Special Tribunal Act, 1988, to also function as a Cooperative Appellate Tribunal, aiming to improve efficiency and facilitating quicker resolution of disputes in the cooperative sector. The state also ratified the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025.
